I need a program that will allow a medical transcriptionist to hear a dictated diagnostic phrase in English (like "moderately differentiated adenocarcinoma of colon" or "verruca vulgaris") , enter it as free text on the keyboard, and have translation of the diagnosis appear on the screen in (1) a foreign language (first priorities being Russian and Spanish) and (2) in the form of a medical diagnosis numerical code using the ICD 10 format (International Classificaton of Diseases system).

I need a presentable draft version of this in a hurry - by 6 a.m. (0600 hours) New York time (-5 GMT) on Sunday, November 27th, 2011. It does not need to be fully functional, covering all diagnoses and multiple languages, but needs to have a functional text entry page and display window, from which text can be copied and pasted into another reporting system.

It needs to be able to run on a typical business laptop computer for sales demonstrations. If the final version of the program will use internet-based sources for the diagnoses, please provide at least a limited version that can be downloaded to a laptop for running demonstrations offline.

I've seen similar tables that run in MS Access, but your choice of program language is OK as long as it runs conveniently on a typical PC laptop.

The eventual goal is to build additional functionality and several languages beyond Spanish and Russian, such as Mandarin, Hungarian, and others. This would require a second round of programming to be negotiated depending on the success of the first version. Important point: even the initial version needs to display Russian in Cyrillic, not Roman characters. This entire project is predicated on the existence and availability of digital medical dictionaries between languages, and part of your tasking is to find these and incorporate them.

Basically, I'd like a hybrid of Google translate and the ICD 9 code translator found at: http://icd9cm.chrisendres.com/index.php?action=contents. If you can incorporate our company logo on the entry page, it would be nice for branding purposes. I can supply this when a bid is accepted.
