Launch cmd prompt this way

I want a really small quick exe compiled from C, all it should do is run this command
(to test the program you write, copy cmd.exe cmd2.exe on your computer)
I don't want the program you write to call cmd.exe because I might call the program you write "cmd.exe". Just call the program you write whatever.exe or actually as I describe whateverc.exe and whateverk.exe as you will see.

C:WINDOWSsystem32cmd2.exe /v:on /k C:WINDOWSsystem32cmd2.exe /v:on
It's possible I may need a slight amendment to that command.
But the idea is to have a little EXE that loads up a command prompt window, where the cmd prompt file is cmd2.exe and let's say the system has no cmd.exe
call the EXE file whatever.exe I might rename it to cmd.exe
Infact, an improvement would be
C:WINDOWSsystem32cmd2.exe /v:on /k C:WINDOWSsystem32cmd2.exe %1
So if I call whatever /? it should load
C:WINDOWSsystem32cmd2.exe /v:on /k C:WINDOWSsystem32cmd2.exe /?

If I call whatever /v:on it should load
C:WINDOWSsystem32cmd2.exe /v:on /k C:WINDOWSsystem32cmd2.exe /v:on

I'd also like a whateverb.exe
which does the same but that first bit should be /c instead of /k
it should still take a parameter so
whateverb /?
should do
C:WINDOWSsystem32cmd2.exe /v:on /c C:WINDOWSsystem32cmd2.exe /?

you could call them whateverc.exe (for the /c one) and whateverk.exe (for the /k one)

each takes a parameter which feeds to the second part.. as described.
